As tensions continue in Ferguson and St. Louis one year after the death of Michael Brown at the hands of police, U.S. Congressman Emanuel Cleaver (D-MO), Chair of the Congressional Black Caucus, joins MSNBC’s Morning Joe and talks with Mike Barnicle about the continuing need for body cameras and cultural changes inside police forces. “Minor, petty traffic violations are in essence a mechanism to fund the city government on the backs of largely poor, I imagine some of them unemployed people, which would leave them subject to arrest if they can’t respond… So, why hasn’t the state or some other governmental entity stepped in to correct this?,” asks Mike.
